Why
No. The cyclist has swerved round the open door into the middle of your lane and a car is coming the other way. There is no room to pass him with enough space, and doing so would cause danger (WVW 1994 art. 5): brake and stay behind him.
Brake: the cyclist is now right in front of you and close, and the oncoming car leaves no room to go wide around him.
What happens in the animation
The cyclist is riding ahead of you on the cycle lane (fietsstrook), past the cars along the kerb. At about two seconds the door of the white van opens just in front of him and a woman stands next to it on the cycle lane. The cyclist swerves straight away into the middle of your lane, while a car is coming the other way.
